Because of the money tourists bring into the city, Las Vegas is the Entertainment Capital of the World and one of the best big cities to live in. Plus, with social security, withdrawals from retirement accounts, and public and private pensions also untaxed, many consider retiring in Las Vegas.
You can live in Vegas and survive on a normal salary. If you need public transportation it helps keep the need of more money down. If you are asking as a family and living somewhat of a decent life, I would say $42,000-$50,000 would be a decent living in Vegas. These salary numbers can fluctuate a little higher.
